Buhari Signs Executive Order To End Open Defecation By 2025

President Muhammadu Buhari on Wednesday signed an Executive Order 009 entitled, The Open Defecation-Free Nigeria by 2025 and Other Related Matters Order.

Nigeria is therefore committed to ending the country’s open defecation by 2025 in line with its commitment to the Sustainable Development Goals (SDGs) of the United Nations.

This is according to a statement signed the Special Adviser to the President on Media and Publicity, Femi Adesina. He added that the Order signed by President Buhari declares as follows:

  • The Nigeria is pledged by this Order to be free from open defecation by 2025.
  • To implement the National Open Defecation Free Roadmap (ODF) developed by the Federal Ministry of Water Resources with the support of other key players in the sector throughout Nigeria.
  • National Secretariat called “Clean Nigeria Campaign Secretariat” is set up in the Federal Ministry of Water Resources.

On behalf of the President, the Secretariat is allowed to enforce this Order by ensuring that all public places, including schools, hotels,fuel stations, worship places, hospitals and offices, have in their premises accessible toilets and latrines. 

  • All government departments, departments and agencies (MDAs) shall cooperate with the Secretariat of the Clean Nigeria Campaign.
  • The National Assembly and the State Assembly Houses shall enact legislation with appropriate restrictions and penalties on the practice of open defecation. 
  • All development projects shall include building sanitation facilities as an integral part of the process of authorization and implementation.
  • Once Nigeria is ruled Open Defecation Free, the Secretariat may terminate.
  • All regulatory agencies are hereby directed to cooperate in the implementation of this Order faithfully with the Federal Ministry of water Resources.

The statement added that the Executive Order 009 was created against the background that Nigeria is ranked second among the world’s nations with the highest number of people practicing open defecation estimated at over 46 million people.

President Buhari described the statistics as disturbing and stated commitment to the implementation of the National Action Plan for Water Supply, Sanitation and Hygiene (WASH).

The President also declared Nigeria’s water supply, sanitation and hygiene sector as state of emergency.

The Executive Order takes effect from Wednesday, November 20, 2019.
